ICR Data Sharing in the TAB

ICR Data is received on the TABs by Sliding Windows chips 0 and 9. It is used by SW chips 2-4 and 5-7, where it is added to the appropriate EM and H TTs as shown below.

The following numbering convention is used here:

[h/e] = 1/0 (had/em)
[eta] = 0-39 (ICR = 0,1 & 38,39)
[phi] = 0-31 (phi mapping of ICR corresponds to that of Cal)
eta correspondance between this convention and the Run IIa scheme is:
eta = 0 - 19 (IIb) --> -20 - -1 (IIa)
eta = 20 - 39 (IIb) --> 1 - 20 (IIa)
